Central San’s Non-Residential Capacity Fee Installment Payment Program allows non-residential users to finance their Capacity Fees over 15 years at a nominal interest rate. 

The annual repayment charges are collected on the property tax bill.  Written authorization from the property owner is required in order to place the charges on the property tax bill.  (Normally, tenants work out an agreement with the property owner for payment of the annual charges.)
